Hay/Bale Chopper wanted Northern California

I want a hay/bale chopper. I'm looking for a cheap chopper or old chopper that runs off a PTO. I've have just purchased a flock of East Friesian milking sheep to start a dairy. My father used to chop the bales using an old Allis chalmer tractor's PTO, which I still have, to a chopper , which I don't have, by a long belt. I can't find a cheap chopper. Does anyone still chop hay? How? Do you use other feed? I want to reduce the waste. How about pellets vs hay? Nutrient mix and/or malasiss ?
